The Jack pointed out is exactly what you say.
In the prototype, the main shaft output was 350 kg (30 r/min) with 20 kg of water.
For example, there is a multi-pole synchronous generator 4000kw.
The rotor diameter is 115m.
The rotor speed is 4.4-13.2 revolutions.
The power needed to turn this is
57.5m (radius) x 57.5m (radius) x3.14 x1.225 (when wind speed is 15m) x 40% (effective area) = 5086.99
Calculate the gravity turbine that drives this.
The radius of the arm is 10m (total length) is 5m.
The distance from the spindle core to the ratchet gear claw core is 25 cm.
Lever use: 500cm / 25cm = 20
Falling weight 10mx2 times = 20, total 40.
5087kg / 40 = 127.175kg
The motor that pumps this water uses 2.5w (25 units).
2.5wx15 units = 37.5kw
Uses one compressor 10kw.
Total 47.5kw
4000kw / 47.5kw = 84.21 times.

It is 13 cm from the center of the spindle to the center of the ratchet gear.
Use the lever principle.
When leveled, there is 20 kg of water 150 cm from the spindle core.
150cm / 13cm = 11.53 times.
Add the following drop weights.
It will be doubled per 1m.(*1)
Lever leverage is 20kg x 11.53 = 230kg
Since the fall distance is 3 m, 20 kg x 3m x 2(*1) = 120 kg
350 kg in total.
The prototype stopped spinning at 410 kg.
The above two points are used.
In other words, the lever principle and falling weight are used.
